There's one floor. Everyone plays the same machines, the same games, for the same scores. Holding $QTRS changes one thing: how much of the jackpot you take home when you win it.
Whatever a winner doesn't take stays in the prize. It goes into a reserve that tops the next jackpot back up to 1 ETH, so a jackpot never opens empty, even in a slow week. $QTRS trading fees feed the same pool.
How it's enforced: from $QTRS launch, every jackpot coin goes in through the jackpot door, an open-source contract with no owner withdraw. It checks whether your wallet holds the minimum $QTRS when your coin goes in, so buying after a winning run doesn't change the payout. Holding never changes the game: same target, same score, same replay check. The door can only pay a verified winner or send money back into the jackpot. The exact minimum and the start date are posted in the rules log before they take effect.
